· владелец транспортного средства -- собственник транспортного средства, а также лицо, владеющее транспортным средством на праве хозяйственного ведения или праве оперативного управления
Explanation: By the holder of a transport mean (владелец транспортного средства) it is meant the owner of the transport mean and also a person which control the transport mean by the right of economical conducting (keeping) or by the right of operatove conducting (driving).
I should clarify the situation as follows:
by a holder of transport mean (when police must arrest a person after an accident, then the person who dirved the trasport is called "transport holder". He/she may be 1) owner of this trasport (e.g., when you buy a car you become its owner); 2) car driver and/or keeper (a Coka-Cola car belongs to commercial company, but the driver holds it as possessing the right of operative conduting/driving (same is a police car - the driving cop is not OWNER of his/her car) --- this is the case of права оперативного управления. Next, the car mey belong to a municipal enitity, but you have hired this car for a month to work for your own company: the car remain be a property of municipal entity, but you are conducting this car on the right of economical conduction - хощяйственное ведение.

Слова \"ведение\" и \"управление\" в данном контексте не имеют общего с вождением транспортных средств и управления ими (то есть, к conducting). Права хоз. ведения и опер. управления означают права владеть, пользоваться и распоряжаться имуществом на определенных условиях.
