In the interests of political correctness (which, like it or not, our translations must take into account if true localization is our goal), the term "challenged" is perhaps better than any reference to handicap, abnormality, retardation, etc.

This rather too faithful translation sounds odd as a title, especially a seminar name. If you really wanted to go up town and depending on the needs and expectations of your client, you could do some heavy rework, on the lines of: The father and the developmentally challenged child.
