Explanation:
It is most likely a typo. "На греть" is supposed to be "на треть". After that change the meaning becomes perfectly clear, but I must admit it is a very weird way to put it.

I know the problems of Pischino institutes firsthand. They did "lost one third of their employees" due to the brain drain. They never "laid off any employee".
