Russian term or phrase: местонахождение за штатом
Referring to naval officers' status while apparently in a state of transition or limbo, anticipating a new rank but after the previous billeted rank had bureaucratically disappeared. I'm looking for an American-English equivalent in military jargon, if possible. Thanks!

A limited number of Commissioned Officers in the uniformed services may be admitted into the Master of Public Health (MPH) degree program with their billet remaining at their parent agency. These students will have two years to complete all course requirements. In order to be enrolled as a two-year student, the officer must furnish a letter from appropriate supervisory level approving of the officer's participation and agreeing to his/her commitment to USUHS for the degree program. The non-billeted program is open only to Commissioned Officers and U.S. government civilian employees, at the discretion of the Director of Graduate Programs.
