I'm translating a certificate regarding privatization of an apartment:

Obshchaia ploshchad' kvartiry sostavliaet 48,6 kv. m, a vosstanovitel'naia stoimost' na moment privatizatsii 20800 rub. Zhil.pl. 2-kh k-t 28,1 m2

I have several questions:
1. What does "vosstanovitel'naia stoimost' " mean in this context?
2. to what does "Zhil.pl. 2-kh k-t 28,1 m2" refer (what does 2-x k-t mean, or how would it be written without abbreviation?
3. Later in the document, it says "zaregistrirovan(a) Evpatoriiskim MBTI" (МБТИ). What does this mean?

1. What does "vosstanovitel'naia stoimost' " mean in this context? - replacement cost, replacement value, this is assumably the price the local government will have to pay the owners, should they wish to buy the apartment (e.g. to build something on the site)
2. "Zhil.pl. - жилая площадь (living area)
2-kh k-t 28,1 m2" двух комнат 28,1 квадратных метра (of 2 rooms is 28.1 sq.m.
3. "zaregistrirovan(a) Evpatoriiskim MBTI" (МБТИ). Муниципальное бюро технической инвентаризации (of town of Eupatoria), here all the buildings/constructions, incl. those only projected and seen to be built should be registered.
