First, "observation stations" is used very rarely if at all. In your context "stationary (or: fixed) MONITORING stations (or: sites) is most widely used. Please see for example the glossary:

Explanation:
You can leave out the 'analytical' because it's sufficient to say that the pollution index is calculated based on data from 'concentration patterns', meaning the patterns of pollutants.

'Kompleksniy' is also one of those bugaboo words in Russian that only clutter a translation. I'd leave it out but if you want it translated, you can say 'integral' or 'system' but never 'complex'!

PS> Instead of "stationary observation stations" you might also use "stationary monitoring posts" (depends on how close to Russian your translation should be:))

second terms:
"fields of estimated (evaluated) maximal concentration"

I can comment this as follows: if you have two systems for obtaining data:
1) real values of measurements of stationary monitoring and
2) simulation of processes (e.g. via some CAD tools),
then to calculate or compute (depends on either analytically or by means of a computer) that complex indicator of (the level of) air pollution you shoudl use both types of data. As for starting article "a", it depends on structure of your sentence.
