agree  Yuri Geifman: US spelling would probbaly be FIBER rather than FIBRE. We have a never-ending debate going on in Canada as to the proper way of spelling words like armor (armour?) and center (centre?). I personally always vote for the simple and logical American version

Fibre(or fiber) reinforcement means just dispersed reinforcement. Please see the following explanation:

Concrete, whether containing natural or waste glass aggregate, is relatively brittle, and its tensile strength is typically only about one tenths of its compressive strength. Regular concrete is therefore normally reinforced with steel reinforcing bars. For many applications, it is becoming increasingly popular to reinforce the concrete with small, RANDOMLY DISTRIBUTED FIBERS. Their main purpose is to increase the energy absorption capacity and toughness of the material. But also the increase in tensile and flexural strength is often the primary objective. While steel fibers are probably the most widely used and effective fibers for many applications, other types of fiber are more appropriate for special applications. For example, architectural and decorative concrete products will call for fibers with a minimum of visual impact, so that nylon or polypropylene fibers may be called for.

In the URL cited by Shifrak the following citation can be found:

I don't think one should classicize the wrong translation done by Ukrainian authors. What does it mean? "Sulfur concrete" reinforced with some polymer? Or concrete reinforced by a sulfur-containing polymer? Or something else?

I have also found "Concretes with dispersed reinforcement", but it turned out to be a title of a Russian book translated into English and published in India:

It is obvious from the annotation, that the subject is just FIBRE-REINFORCED concrete.

"Dispersed reinforced concrete" also cannot be found in Google. Vladimir, in my opinion, you are wrong saying "And it does not matter whether Google approves it or not". It DOES matter! If Google (the most powerful search engine) "doesn't approve it", it obviously means that the expression isn't in use.

And the last: "prereinforced" is used in descriptions of concrete wall blocks or modules reinforced with steel bars used for construction. See, for example:
