glukhoy is one of my favourite Russian words because of its huge number of meanings. In this case the context is устанавливать глухие решетки на окнах (is forbidden). I presume these are fixed or unopenable lattices/grills (as opposed to the съемныe деревянныe решетки I had in my last piece). 'Dummy lattices' perhaps?

however 'glukhaja stena' - a "blind wall" is of more common usage..
