The term is rather vulgar and slangish:) Nevertheless, in English it has translation namely given in the upper box.

To show its usage in serious English sources, permit me to cite Britannica (article BRIDGES):

In the case of a typical overpass beam bridge with one support in the middle, construction begins with the casting of c_o_n_c_r_e_ t_e_ _f_o_o_t_i_n_g_s_ for the pier and abutments. ИБО ОН ОТРАЖАЕТ ТО, ЧТО КЛАДУТ ПОД БЕТОН (НАПРИМЕР, ЛЕНТОЧНЫЕ ФУНДАМЕНТЫ). So, the translation in upper box corresponds to PODBETONKA and you might choose between other versions.

Thank you for your very comprehensive answer. I have done enough shovel work myself to know what a footing is, and in this case Lingvo is, as you say, absolutely wrong.

I decided to use "topping" as the translation, for the following reason:

From Англо-русский строительный словарь - topping 1. верхний слой бетонного покрытия (пола, дороги), слой износа; цементная стяжка; слой бетона на профилированном стальном настиле; бетонная смесь для полов террацо
floor slab topping - поверхностный слой бетонной плиты пола, слой износа

And from Русско-английский разговорник для строителей - верхний слой бетонного покрытия - topping

The aim of this operation consists in armoring or reinforcing the structure, unlike overlaying or screed where it is important to get a finished floor surface.
Also, nabetonka is widely applied in repair and reconstruction of old buildings and structures (like river dams) to reinforce the elements with cracks and other defects, to conceal seams and joints, etc.
