Explanation:
В Lingvo есть перевод прилагательного "приемосдаточный" - acceptance. В то же время приемосдатчик - это служащий ж/д станции, поэтому officer, хотя можно, наверное, и worker. Но мне кажется, что officer лучше

clerk - однозначно
по английски на причалах с грузами работают устоявшиеся выражения: superintendant - старший стивидор отвечает за разгрузку судна и cargo clerk or water clerk - приемо сдатчик груза

отсюда клерк он и на жд клерк.

можно еще cargo agent - но у этого сочетания смысл немножко пошире. это может быть и вся организация которая посылает конкретного клерка / приемосдатчика к составу

В железнодорожном отделе одного СП, где приходилось работать, приемосдатчики по-английски назывались именно freight clerks, как уже было отвечено.

Рекомендую однако посмотреть www.occupationalinfo.org. Это справочник, вроде бы составленный на основе данных of US Department of Labor. Там есть еще demurrage clerk (у Вас как раз в основном про простои), а также shipping and receiving clerk (прямое соответствие).
