В процессе эксплуатации иловой площадки наблюдается кальматация дренажных элементов и обсыпки.
Presumably, кальматация is sealing but what about обсыпка?

You are alsmot right, here the "sealing" goes well (the process is similar to silting or silting-up of the drainage holes).

As for the second term, it is not used here "too grammatically" - they mean indeed осыпание ствола (скважины, дренажного колодца, и т.д.). It is not convenient to write осыпка (in Russian), but even обсыпка sounds, say too slangishly. In English this can be translated as (drainage hole) sloughing or crumbling (e.g., sand crumbles into hole's interior).
