RT fuel processing plants
Explanation:
Russia has a spent fuel processing plant called RT-1, (located at the Mayak plant in Ozersk) and a half-built plant called RT-2 (located at the Mining and Chemical Combine in Zheleznogorsk). This article must be referring to them collectively.

Reference: Five years of working on a database on former Soviet nuclear infrastructure.

Thanks for your help. It was a toss-up between "regeneration" and "processing" or "re-processing". I have a lot of documents here, and I can't find any that refer to "regeneration". Several just refer to the plants as "RT plants" in English, but I think your response best fits with this context.

Thanks again for your assistance.
