Yes indeed, this 'zakonil' must be a typo of some sort.
The original source text was (most probably) in Dutch legalese. Someone then translated this into some weird Serbocroatian and now I'm supposed to translate this back into Dutch (without knowing the original source text).
That's life, I guess; I surely hope Milosevic -for his own sake, that is- will be able to be a bit more precise, lol.
