Agreed, 'to the hands of the physician'. I just followed the logic of the context: supplying alone into hands of non-physician cannot make any harm. Administering by a non-physician can. But if you really need to be very accurate and if still in doubts, why not using the Latin wording?

- or, indeed, 'supplied TO the physician'. I'm afraid I find the phrase ambiguous!

I've seen this before in a Slovak medical report. The Latin words 'ad manus medici' literally mean '(in)to the hands of the physician', and Martin is probably right about what the phrase means here - although last time I saw it, it couldn't really make out whether it meant issued/supplied/administered by the physician, or whether it just meant that it was left to the physician's responsibility to decide or do something.
