The old "activo/pasivo" thing refers to whether one is on the giving or the receiving end of whatever is going down. E.g. "derecho de sufragio activo" means the right to vote, whereas "derecho de sufragio pasivo" means the right to be voted for, i.e. to stand as a candidate.
