Very unusual usage, judging from lack of hits. Certainly new to me. These two suggest that it probably means the glove compartment (normally called “guantera”, to my knowledge). First, it intuitively makes sense (“gabinete” as a compartment with a door you can shut), and second, that’s the most likely place in the car to keep a condom (example 1) or instruction manuals (example 2):

Forum on change to abortion law in Nicaragua, referring to alleged 3% failure rate for condoms:

Forum from Mexico:

If you will excuse me, I would like, just this once, to submit a second answer. My first, "glove compartment", seems to be something that "gabinete" can mean (exceptionally, by the look of it), but in view of the context, as clarified after I posted, it seems very unlikely to be the right answer here.

Further research has made me reasonably certain that another meaning of "gabinete", and I think the correct one here, is "engine compartment". This is occasionally referred to as the "engine cabinet", but "compartment" is much more frequent and I think is what's required here.

Some references made me wonder whether it meant the engine casing or housing (normally caja del motor). For example, in some bilingual instructions for mounting a ventilator:
“Suelte la tuerca de la parte frontal del gabinete del motor, haciéndola girar en el sentido contrario a las manecillas del reloj.”
“Loosen the nut by turning it counter clockwise from the front motor housing."
However, this is an isolated case, and besides, the use of "motor" for "engine" betrays it as an inexpert translation from the Spanish. I would not rely on it.
Moreover, to clean/lubricate/repair the engine housing inside and out would mean partially dismantling the engine, which doesn't seem plausible here.

More plausibly, "gabinete" is the compartment which in modern cars contains not only the engine but also the electronics and car computer (ECU). Note the reference to "computadora" in this passage.
As I have said, the word "cabinet" is not unknown here. Here are extracts from two forum entries on the problems of being unable to open first a Dodge Stratus and second a VW Passat; in both cases the point is to get at the ECU:
"si el problema es de alguna de las computadoras que estan en el gabinete del motor..."
"I had the exact same problem on my VW Passat the other day. After the locksmith had given up on trying to open the car for me. I decided to put cable wires directly onto the starter in the engine cabinet."
I think it is impossible that the ECU is inside the engine housing, but it normally is inside the engine "cabinet", or, as it much more often known, the engine "compartment".

An Internet search for "engine compartment" will produce a huge number of pages showing that on many models the ECU is located in the "engine compartment".
