This is from an auditor's report of a "development" program. This is part of management's response to an audit criticism (not very well organized.). In general the audit's findings include a lack of documentation and insufficient supporting information to accurately establish the flow of income and expenditures.

I have no idea what "manta" might mean in this context.

In México, "una manta" is a reference to a coarse cloth, usually cotton, on which a message has been printed or painted. These are usually hand imprinted.

Closest I can come up with is "banner" or "ensign", or simply an "imprinted cloth".

These type of banners, traditionally hand lettered on cloth, have been largely replaced by digitally printed banners, both on fabric and vinyl.

You still see the old style "mantas" in parades, rallies, sporting events, protests:

I think that my answer is correct, and the clue is in the original text. It is outlining marketing, promotional or PR activities, "manuales de difusión, catálogos..." amongst which the use of "printed banners" makes sense.
