Spanish term or phrase: .....en Pequeño
I am translating several academic documents from Mexico. This is one of the documents that appears to be a leaflet for a business event. Half of the document is missing (torn) so this is all the text I have:

SIEM
Sistema de Información Empresarial Mexicano
2010
Cámara Nacional de Comercio, Servicio y Turismo de Puerto Vallarta en Pequeño
Autorización No.
xxxxxxxxxxxx

I am having trouble trying to figure out what the "en Pequeño" means.
Any input appreciated. Thank you.

retail
Explanation:
I am not certain, but I think it may refer to "comercio en pequeño" or "al por menor".

http://canacopegdl.com/index.php/conocenos/quienes-somos:
La Cámara Nacional de Comercio en Pequeño, Servicios y Turismo de Guadalajara (CANACOPE GDL) es una institución que tiene como objeto promover y cuidar los intereses del comercio, servicio y turismo.

Or it might refer to small businesses or SMEs!?

I think this link may prove it refers to "retail":

Small-scale

Explanation:
I would say. If the text is supposed to be "Comercio en pequeño", then "small business" would do. Otherwise, for "Comercio, Servicio y Turismo" I'd use what I suggest above.

agree  neilmac: Even if they do mean "retail", it seems a rather folksy/informal way to express it IMHO.
