It does not quote the entire document, only the pertinent parts of it. Probably from Mexico.

"...en lo conducente" is also used, if you ever see it, translate it the same way.

This certificate hereby states:

This occurence of the word "conducentes" comes from the intransitive form of the verb "conducir". The REA states as to its meaning: "ser a proposito para algún fin.” Therefore the phrase “partes conducentes” refers to the elements of the document which are meant to produce a result or results in particular. The English “hereby” according to the OED has a similar use in Anglo-Saxon legalese in that it means: “as a result of this document or utterance.”
