¿Alguna sugerencia?

Gracias

substantive recommendations
Explanation:
I think "de fondo" is by contrast with "de forma": in other words, recommendations of content rather than form. Alternatively, it could be interpreted as "fundamental", as in "la cuestión de fondo". But I think it's probably the former. In which case, "substantive" would cover it. In other words, recommendations of substance.

"Materializar" means "put into effect".

"to make substantive recommendations to the UN General Assembly on the elements of a draft Instrument."
