I think I might keep the Spanish word (in italics) and give an explanation in brackets perhaps. I think you could perhaps say 'valleys with no outlet to the sea' or 'basins'. Another possibility may be 'elevated mountain valleys'.

Yo pondría Basins, como sinónimo de cuencas... de todos modos, te sugiero que entres a la página de la secretaría de turismo de La Rioja, que supuestamente tiene que estar también en inglés, a ver qué te tira... yo lo hice con una traducción para Tierra del Fuego...
