"En fecha XX, el Presidente de xxxxx ciudadano XXXXX, **despidió injustificadamente y sin calificación previa** a los ciudadanos XXX y XXX."

Sigo con el recurso de queja ante al OIT por obstrucción en la creación de un sindicato. No entiendo qué quiere decir "sin calificación previa". Me imagino que "despedir injustificadamente" = "unjustifiably dismiss", aunque probablemente hjaya una manera más fluida de decirlo.
