I think "occurances" would be better than "events" since "event" is usually something important that takes place like an exhibition or similar. Occurances of speeding should work. You could also say "speeding offenders".

For maintenance reasons, the transit co. may have their own speed norms, lower than the posted speed limits. The heading says Supervision of Speed and not supe. of excess speed. The paragraph is followed by certain requirements. If these requirements are in the nature of maintenance, then I would think the target term is correct.
However, if it treats of some kind of legal liability, then "Speeding",(breaking the law) as suggested before, would do fine.
