English translation:who is the sole and exclusive investor and owner of an investment fund
Explanation:
With the reservation that some legal minds say the use of "sole and exclusive" is contradictory, as Ken Adams points to here (although he doesn't agree with the appreciation, asserting that it's redundant but not contradictory):

I would say that the meaning in this case of "titular" is that of the "investor" in this investment vehicle, i.e., who holds shares in it, while "proprietario" means the "owner", i.e. the person who actually runs the fund or has acquired it.

Your IRA (not you) is the sole owner and investor in the IRA-LLC. You as an individual may not place funds directly into the IRA-LLC.

that is the sole direct and beneficial owner of an investment fund

Explanation:
The titular is the person whose name appears on the share certificates (direct owner) while the propietario could be someone who derives the economic benefit of ownership but whose name does not appear on the certificates. In this case the text underlines that they are one and the same person but it also alludes to the possibility that in other cases they may not be.

-> How so? Both 'that' and 'who' are conjunctions that can be used to refer to people.
