I've found an entry on bolsa de vacaciones, which I've translated as holiday supplement. The problem is bolsa de economato, which I've found referenced in a BOE which I will post in the comments.

As a consequence of the integration of the holiday supplement and exchange CHECK in 2018, employees active in the workforce as of January 1, 2016, will receive an increase of €50 per year. This amount will be added to salary disbursements when the 19th Chemical Industry General Agreement increases are applied. This amount is not considered absorbable or compensable in the event of promotion.

Several examples which seem to convey my understanding of the term "stationery allowance":
The current Councillors' stationery allowance of £150 (Pick and Mix).
THE Clerk of the Ordnance has an Office Salary and Stationery Allowance to the amount of eight hundred and twenty-five pounds.
In my first job, for a British multinational company (Grandmet Site Services) in 1975, the word "economato" was used for stationery room/service from which we could request office materials, for instance. I have found the same term being used in other companies with this same meaning. I have no problem accepting it means something else, and am waiting for other suggestions from colleagues.

neutral  John Rynne: "stationery" means writing paper, envelopes, etc. In Spain, many companies had an "economato", a supermarket with basic goods at below street prices.

  -> "Economato" in an office environment is precisely "stationery", at least in Portugal and in multinational companies operating here. I posted this because of personal experience with the term.

Reference information:
A supermarket provided by a big company as a service to employees. Goods were generally sold at cost, certainly at a discount to street prices. In companies that had an economato, only employees and families were allowed to shop, and the existence of the economato was viewed as an entitlement. Consequently, where the company decided to close the economato (there few if any left at this point), it would be normal to compensate employees in some way for the loss of this benefit.
