Asker: I think "considerandos" here means " reasons (of law), what is your opinion ?

Asker: If you think so, that is, "conclusions" of law, then punto should be translated "ponit" which has similar concept with "article : a separate item in an agreement or a contract, & does not mean " main fact/idea/purpose" of court orders contents

Asker: "issue" here means "to become available or be put forth by authority, to put forth or distribute usually officially" but it seems that it is more suitable to translate directly to dictate which means " to give orders by saying or reading (something) aloud for another person to transcribe or for a machine to record"
