I am translating a driver´s license from Spanish to English. The license is from the Mexican state of Chihuahua, and below the Date of Birth the term ¨Acta¨ appears, followed by a 15 diget number divided by hyphens. What would ¨Acta¨ mean in this context?

I just checked my birth certificate (mexican of course) and the only 15 digits number with hyphens on it is called "CRIP - Clave de Registro e Identidad Personal".
