neutral  Robert Forstag: You may be right, but it would seem strange for the individual to continue to have such a license if he is no longer a member of the Colegio.

  -> Indeed, if he still had the license my translation wouldn't work. But if someone certified a document he signed before he left the association they might have to include a message like that one.
