A policy and a procedure is not quite the same. A policy is something that employees are expected to follow, a procedure is something that has to be followed.
When I googled it in English, I mostly found the 2 terms separated.
From the documents in Spanish that have a title as "Política de Habitualidad" they group both: SOPs and policies.
