The rest of the sentence is not part of the question but, on the British Isles - including Ireland - the qualifier of binding needs to go in. Otherwise, the Agreement - with a 'foreign element' - will be unenforceable by the British & Irish courts, north & south, as well as in all other EU and EEA countries. This is one area where many translators' and interpreters' protests and objections to inclusion of the word 'binding' are out of step with legal and judicial practic/se - and client-lawyers' insistence on its appearance.
