Specific Administrative Terms and Conditions

The documents issued by an agency or organization seeking bidders for a project usually divide the specifications into two broad groups, i.e., the technical ones and the business or administrative ones. The contents of the technical specifications are pretty much self-explanatory: all of the engineering requirements, dimensions, materials, tolerances, etc., etc., usually WITHOUT prices or costs. That information falls under the administrative heading (sometimes also referred to as the "business" or "economic" terms and conditions), which also includes the project management, reporting, and personnel requirements and procedures.

Hope this helps,

Administrative Specifications Sheet

A public works contract is generally divided into 4 chapters:
1. General Specifications Sheet (Project Overview)
2. Administrative Specifications Sheet (Administrative requirements and questions of form)
3. Technical Specifications Sheet (TSS, Spanish PST).
4. Economic Tender (Copy of the TSS with prices).
This is an overview, so as not to make it too complicated. You'll find the same terms in French public works as well.
