UNDERWRITE is more literal, and is generally but not exclusively used in insurance circles.
I would use ENTER INTO, as the idea is not a literal notion of signing or executing an agreement, simply an obligation to 'make' an agreement so as to draw up the conditions for the creation of sthg.

: Hi, Ailish! IMHO, in this particular context, "entering into" is not the most appropriate expression, as the terms for the agreement are specified in a law. The parties just have to sign/execute/perfect it.

Those that "suscribir un convenio" are not executing or carrying out the agreement, they are only signing to do so in the future. I would go with "will sign an agreement". Hope this helps!
