It is a weird one all right. I did a search on the Internet, and the phrase "en la union del suscrito" came up only once (in a notarized document).

I would suggest the following (please keep in mind that this is not quite an exact translation; it would help to have the rest following "quienes no" as well as whatever came before):

Signed in the presence of (or more literally: together with) the undersigned by those who intervened for him and who are capable of doing so as well as those who are not ....

Again, this is only guesswork here; I would need to know more about the overall context, how many people were involved, what came after that phrase, etc.
