I agree with my colleagues' answers, but watch out: if it has to do with Mexico, the Secretaría de Economía here is the equivalent of a Ministry of Trade in terms of the job description or the responsibilities assigned since the new administration took over. You might also want to call it Secretariat of Trade (in the sense that since this is a federally-organized government, there are no ministries in the strict sense of the word but secretaries and secretariats).
