Any of the terms would do fine.

Explanation:
"Secretaría" is definitely "department". I prefer "Department OF Economy", sounds a bit more British.

Secretariat of the Economy

Explanation:
The term "secretariat" is used to describe a ministry or department in some governments. This may be another option.

Good luck!

Department of Economics

Explanation:
Usually we say:
Department of Economics or Secretary of Economics. Not economy.
Secretaria refers to an office or ministry. Thus department would be the best choice

if it has to do with Mexico: Ministry of Trade

Explanation:
Hi trans,
I agree with my colleagues' answers, but watch out: if it has to do with Mexico, the Secretaría de Economía here is the equivalent of a Ministry of Trade in terms of the job description or the responsibilities assigned since the new administration took over. You might also want to call it Secretariat of Trade (in the sense that since this is a federally-organized government, there are no ministries in the strict sense of the word but secretaries and secretariats).
Hope it's useful,
Claudia
