Spanish term or phrase: concesiones (in radio broadcasting context)

Felipe;

These are extracts from the Chilean TDLC Resolution No. 20/2007, full text available at www.fne.cl, under "Jurisprudencia".

I'm not sure how to translate "concesiones" in this context as I'm not familiar with the radio broadcasting field and so don't know whether it's franchises/concessions/licences or something else. Not sure what we're talking about in this context.

Thanks for any help!

Explanation:
I think that ¨concesiones de radiodifusión¨ are equivalent to radio broadcasting licenses... Groups are granted a frequency range from the government over which they can broadcast

agree  Robin Levey: In the Chilean context, the only correct translation is 'license'. In practice, each license corresponds to only one frequency (not a 'frequency range') hence the apparent merging of the concepts 'frequencia' and 'concesión' in the source text.
