I think in this context, it's a [corporate governance] development group, which is another way of saying working group. I have done a lot of work on corporate governance, and, i can tell you that the whole thing has only recently begun to take off to any extent in the Spanish speaking world. groupo promotor is just a kind of PR term, IMO. but promotor would be development here, IMO. When the companies group together to present something to a government, it's also called a working group.
