Bea, maybe explaining what a "precinto" is in this context may help our English speaking colleagues to come up with the right translation.

When a client fails to pay the water bills, the water company cuts the service; this is done by putting a security seal that prevents water from entering the house system (I think it keeps a valve in the "closed" position)
Debtors sometimes break this seal to have the service back; before being able of taking legal action, the company has to verify that the seal has been broken.
That's the "constatación de violación de precintos"

Explanation:
I think it's better to add "in cases of" in the first version since they are getting into water fraud cases, but you could leave the words out, in which case perhaps my second version is better.

If this water supplier is still using the classic lead or metal seals, you can say "to lead" for "precintar" and "a lead" for "precinto", otherwise I'd stick to "seal".

"violación" could be "tampering" or "breaking". I wanted to use "tamper with", but the phrase gets very long: "verification in cases where leads have been tampered with".

Thinking over Patricia's useful comments, if the seals are the normal ones on a normally functioning water meter of a client, the my previous translation can stand, but if the seal is in place to stop people using a water supply that has been cut off, then the new version would be better.
