Spanish term or phrase: cierre flejado
“Especificaciones Técnicas” significa las características de carácter técnico y de equipos relativos a la pre-impresión, la impresión y el *cierre flejado* de los ejemplares impresos indicados en el Anexo 2.

Absolutely no idea what they mean with flejado here. It's taken from the Definitions section of a Spanish printing services agreement and does not come up anywhere else in the text.

In other words, those nasty tight plastic straps that won't quite slip off the box of, say, photocopying paper. So first you tear your fingers trying to remove it, then you spend ten minutes hunting for the scissors. There are always a few bits of cut strapping lying around in a back office, however many clean-ups you do.... Presumably highly unrecycleable and will survive nuclear attacks.
