It could be said if someone makes you look like a fool, or someone cuts you down in front of your friends. It could be when someone plays a practical joke on you but if it has to do with drugs it means that someone ratted you out to the authorities or a fellow dealer or someone has put a hit on you.
In other words, you are in a "sorry"position and it stinks that someone did this to you in the worst way possible
