Explanation:
A confirmation that 'port' can be used (it's a new word to me):

For countries that support freephone number portability using centralized databases to manage the number ***porting, the originating network usually performs a database dip to identify the freephone service provider/carrier that serves a particular freephone number so that it can route the freephone call to that freephone service provider/carrier.

I couldn't find any context in Spanish or English that supported a meaning for 'donar/donate' that fitted with your context. If you gave more key words from the sentence, and submitted again, perhaps we could locate something.

There are many examples on the web, where "ported number" is used. Below is just one of them. By the way, the text below may also help you to find a suitable English term for "numero donado", because it contains an English explanation of this concept.

"The donor network is the network that first assigned a telephone number (e.g., TN +1-202-533-1234) to a subscriber, out of a number range administratively (e.g., +1 202-533) assigned to it. The current service provider (new SP) or new serving network is the network that currently serves the ported number."

In fact, "numero donado" is first assigned by the donor network. I failed to locate its exact English counterpart, but I'm sure it may be close to "donor network number", or the like.

Regards.
