Explanation:
I suggest you see what the subject contains because:
1.) there are soil engineers (agrónomos by training) who take charge of soil composition and highway foundations (mixing and using the right kind of soil for levelling) before the civil engineer enters into the picture;
2.) "suelo" can refer as well to the surface of a motorway (asphalt, concrete, rubberized, etc.)
3.) it can also refer to the floor of a building (less likely in C.E.)
