el contexto es el siguiente:
"Para el cumplimiento de sus tareas, el Consejo Regulador de la Denominación de Origen está compuesto por 16 vocales, que representan los sectores de la viticultura, los elaboradores, embotelladores y exportadores. I assume it is referring to the "Junta de Comunidades de Castilla-La Mancha", which I have always translated (and seen translated by others) as the Regional Government of Castilla-La Mancha (95 hits on google).

Just to clarify the issue for those unfamiliar with Spain\'s system: the country is divided into 17 autonomous communities or regions, each of which has its own regional government, which have different names: \"Xunta\" in Galicia, the \"Junta\" in Andalucía, the \"Generalitat\" in Catalonia and in this case, \"Junta de Comunidades\". In turn, each regional government consists of several \"consejerías\", (consejería de educacion, consejería de industria, consejería de agricultura, etc.), so the equivalent for both the UK and US would be \"Department\" (Department of Education, department of Industry, etc.).
