No sé cuál es la forma oficial. Ahora bien, "San Paulo" me parece un híbrido, "San Pablo" puede ser vago a falta de contexto, mientras que "Sao Paulo" es fácilmente reconocido y está íntegramente en portugués (salvo por el sombrerito de la "a").
