Explanation:
Ad referendum es una locución latina (en tu original está incorrectamente escrita, pues no lleva guión y debe ir en bastardilla). Se trata de una típica fórmula de cancillería y quiere decir: "bajo condición de informar".

Aceptar una proposición ad referendum (algo que se escucha mucho en las asambleas de la OEA), por ejemplo, quiere decir aceptarla bajo la condición de que se informe.

El problema es que al ser una locución latina, al traducirla, debes fijarte bien si se usa en inglés. Sucede que no, no es el caso, no se usa en inglés para nada, ni nadie sabe lo que quiere decir. Otras locuciones latinas (ad hoc, prima facie, alma mater y otras) sí se usan en inglés, pero ad referendum no. De manera que la única que te queda es traducir su significado; y yo diría así:

"... provided that it is informed..."
