secondary irrigation ditches
Explanation:
It would appear to be a classification of irrigation ditch, one that gets its water from the main irrigation ditch or channel (which gets it from the river):

In the Inkomati river valley, 12.7 km of primary irrigation and drainage ditches, and 15.6 km of secondary ditches were rehabilitated, benefiting roughly 1,650 members of co-operatives in that area

In Nueces County, there are approximately 13 miles (5 miles of main ditch and 8 miles of secondary ditches) of unlined surface water conveyance ditches for irrigation within the Nueces County Water Conservation and Improvement District (WCID) No. 3.

agree  E Gustafson: It would be good to have more context, but I agree that Cindy's answer is probably right. I'm from a place where irrigation is also normal, and it lends itself for a lot of local and very specific terminology.
