Here is the text, referring to construction of a building:

ENAMEL PAINT EN TECHOS SUSPENDIDOS A BASE DE CARTON DE YESO; INCL. PREPARACION DE LA SUPERFICIE, UNA MANO DE SELLADOR, DOS MANOS OF PAINT, EMPAPELADO Y PERFILADO DE VANOS

I can only imagine that they are talking about finishing and covering the rough edges on the windowpanes or other openings, with paper covering. Am I right?

I think that the papering is a separate operation to the finishing of the apertures (which will mainly be windows) - in other words, the apertures are not to be papered over!

agree  Mauricio Coitiño: Exactly. "Empapelado" refers to wall papering of vertical surfaces in general. "Perfilado" refers to the finishing of apertures.
