"El asta, forrada de terciopelo rojizo, estaba guarnecida con dos flocaduras en su tercio superior y con al menos una hilera vertical de tachones dorados para la sujección del tejido"

flocadura comes from "flueco" the archaic spelling of "fleco". See the desciption of the standard of the Royal Military Order of San Hermenegildo below.
