Spanish term or phrase: a cerar una “célula de crisis”
The events... caused a certain tension in Morocco, forcing/causing the Government of Abderramán Yussufi a cerar una “célula de crisis” en el Ministerio de Exteriores.

What would be an appropriate translation for this term, in a political context?

Thanks in adavce (and in retrospect) to all helpers.

English translation:crisis center or crisis response center
Explanation:
You used "cerar." If you meant "crear," crisis center, crisis reponse center, or crisis response team seem to fit the context.
