Please take into account the comments of our colleague Valentín. I agree that \"he even lacks appeal to...\" is a very good option. Another example of this (talking about a book) could be:

Está muy bien escrito, pero a la historia le falta gancho para atrapar la atención del lector.

agree  Valentín Hernández Lima: Your examples are relevant, but the only context we have is "in a book review"I was thinking of "lacks appeal...", but we need the complete sentence anyway, e.g. "This book makes an excellent paper weight and only lacks appeal when opened and read."
