It sounds to me like the business comparison is intended. Credit is extended on the basis of belief in the other party's fulfillment of word or obligation. "Suspending credit" here sounds like someone deciding not to agree any more; they no longer have certitude, they have to make an effort to will and understand--no more free ride for what (or who) they used to believe in.
